Ms. Cline, co-founder of Cline-Morin Associates, Inc. serves as its President and Chief Executive Officer. Ms. Cline is responsible for the strategic direction and daily operations of Cline-Morin Associates, Inc. Since its inception in 2005 Ms. Cline has led this firm to multiple strategic contract awards to provide expert advisory and assistant service to multiple headquarters level offices to include the Office of the Secretary of Defense level organizations, the Army HR Solutions Program Office, the U.S. Coast Guard, Department of Navy, Headquarters United States Army Corp of Engineers, and the Bureau of Indian Education.

Ms. Cline has over 30 years of experience consulting on some of the Federal Government’s most difficult acquisition situations. As an USAF Officer, Ms. Cline awarded and administered a cost plus fixed fee contract valued over $1 billion for engineering services. This work included developing independent government estimates, reviewing cost proposals, establishing pre-negotiation positions with inputs from various stakeholders, and negotiating contract modifications. As the assigned contracting officer Ms. (Capt) Cline reviewed and negotiated private sector Accounting Disclosure Statements. In 1999 Ms. Cline was the program manager for the design and development of the COMPARE cost model software for the Department of Defense. The cost model became an OMB mandated cost model for all Federal Agencies to use when executing public-private competitions.

I attended an “Understanding the RFP and Proposal Response Process” training course presented by BID Designs and came away with a new, refreshing view and understanding of the confusing and exasperating world Federal Government RFPs. It was presented by knowledgeable experts who were able to present their material in a clear, concise manner not leaving you yawning and wishing for a break. The presenters were entertaining and VERY approachable, taking the time to understand your questions and responding with answers that not only made sense but that you could take from there and apply. I found the break-out sessions to be structured so everyone in the group had time to ask questions and interact with the presenters.
